Every year, the Russian government allocates a certain number of government-funded scholarships at Russian universities for acclaimed international students.
You can apply for the Rossotrudnichestvo (RS) Scholarship funded by the Ministry of Higher Education and Science at the website of the Ministry until February 20, 2022.
Your steps:
Deadline: March 15, 2021.
The first stage is carried out by Rossotrudnichestvo representative offices, Russian embassies, and foreign missions (registration is done at education-in-russia.com, redirection to the system is possible at edu.rs.gov.ru/ and future-in-russia.com/). Based on the test results, a list of candidates is formed according to the number of scholarships allocated for your country.
The second stage of selection is carried out by Russian universities evaluating the applications.
Please note that you must apply through a Russian foreign offices of your home country.

(!) If there is NO Rossotrudnichestvo representatives in your country, the selection is carried out by the diplomatic mission, normally, by the Russian Embassy officials. You can find the contacts of the Russian embassies on the website of the Ministry of Foreign Affairs of the Russian Federation.
To inquire about the selection results, please contact Russian officials in your local Rossotrudnichestvo office (Embassy / Consulate General).
Buy tickets and inform us about your arrival (date, border crossing point) via email: adaptation@urfu.ru 10 days before arrival;
Take a PCR test for COVID-19 not earlier than 48 hours before arrival to Russia;
Arrive and take another PCR test for COVID-19 within 48 hours upon arrival to Russia;
Self-isolate until you receive the 2nd negative COVID-19 test result
